Abstract 

L’impatto di Internet è tale da aver mutato le modalità con le quali gli individui interagiscono ed esercitano diritti e libertà costituzionali. Le difficoltà, di varia natura, nell’accedere alla rete sono, oggi, una fonte di discriminazione e di esclusione sociale e spetta quindi alla Repubblica adottare le misure idonee al superamento di tali divari (digitali). Ci si chie-de, però, se l’accesso Internet possa effettivamente configurare un nuovo diritto sociale e se ciò sia compatibile con l’esigenza di rispettare i vincoli di bilancio, circostanza che accomuna tutti i diritti sociali a prestazione.

The internet amid regional disparities, new rights and budgetary constraints

The impact of the Internet is such that it has changed the way indi-viduals interact and exercise their constitutional rights and freedoms. The various difficulties in accessing the Internet are now a source of discrim-ination and social exclusion, and it is therefore up to the Republic to take appropriate measures to overcome these (digital) divides. However, the question arises as to whether Internet access can actually constitute a new social right and whether this is compatible with the need to respect budgetary constraints, a circumstance that is common to all social rights to benefits.
